Admission of Transfer Students in British Columbia Post-Secondary Institutions: Policies, Practices and Capacity

The purpose of this report was to study the admission of transfer students into baccalaureate degree programs by reviewing the policies, practices and capacity of the B.C. post-secondary education system, within the context of the last ten years of dramatic growth in degree granting institutions. It includes five key recommendations primarily with a system-wide focus, but having implications for individual institutions.

An Assessment of BCCAT Research

Research on student profiles, student experiences and outcomes, admissions, credit transfer practices and on student mobility plays an important role in how BCCAT discharges its mandate. Given the importance of such research to its mandate, the Council commissioned this report with the following four objectives: a. To analyze BCCAT research on the success of transfer students and thus the effectiveness of the transfer system. b. To examine the effectiveness of the BCCAT research agenda in providing a multifaceted view of transfer students and the transfer system. c. To assess any important gaps in the research agenda which if filled could lead to a better understanding of the effectiveness of the transfer system. d. To provide comment on the role of BCCAT in a establishing a coherent research agenda and conducting research over time.

Block Transfer: A Private Career College Student's Ladder into the BC Transfer System

BCCAT remains committed to its obligation to facilitate private/public cooperation by providing the policy and process framework Recording Block Transfer Agreements with PCTIA-accredited Institutions: Policy and Process and encouraging institutions to use it. This paper explains BTAs and explores the benefits of using them to highlight their potential as versatile and efficient articulation tools. It also briefly examines the current evidence for student mobility from accredited private career training colleges to public institutions.

EducationPlanner.ca: An External Review

The Education Planner website provides a searchable database of approximately 1,700 undergraduate postsecondary programs in B.C. It is intended as a "onestart entry point" for students looking for postsecondary options. The site also provides information for professionals who work with students. The site is maintained and updated on a regular basis by the BC Council on Admissions and Transfer (BCCAT). Funding is provided by the Ministry of Advanced Education and Labour Market Development. In 2007 the Admissions Committee of BCCAT recommended that an independent review of Education Planner should be undertaken to determine its overall effectiveness, and to serve as an accountability mechanism to government. The following report is the results of the external review by Al Atkinson.

In 2008 BCCAT commissioned an environmental scan on the possible need for system-wide work on institutional admissions processes and practices. This report evaluates the current status of admission to B.C.'s post-secondary institutions. Admission is interpreted broadly to include entry of school leavers to post-secondary institutions (the majority of admissions) and transfers of post-secondary students between institutions, but excludes graduate programs. It is not limited to transfer students.

The goal of this study was to assess, based on system consultation, the feasibility of expanding BC post-secondary applicant studies beyond universities and university colleges to a broader set of BC public post-secondary institutions. The purpose of such applicant studies is to assess admission demand from BC college transfer applicants and direct entry applicants from secondary schools. The report describes system readiness and willingness to engage in expanded applicant studies and ends with a series of recommendations for expanding applicant research in BC.

BCCAT partnered with the two education ministries (MEd and ALMD) to conduct the first analysis of student-level data on adult basic education (ABE) students in the secondary and post-secondary systems. The study identifies the cohort of students enrolled in ABE in 2004/05 and then examines their education pathways prior to and after that year. The overall objective of the study is to improve our understanding of the number of students in both systems, similarities and differences between the student populations, the extent to which students move between systems, and their transition to further post-secondary studies.
