English: Aims of First Year Courses

This report details a list of aims for six credits of first year English, including Writing and Literature courses; it was last updated in June 2010. The English Articulation Committee recommends that all institutions give due consideration to using these aims as criteria for assessing transfer for first year courses.

Trends in the Flows of Transfer Students from BC Public Colleges, Institutes, and Teaching Intensive Universities to BC Public Research Universities

This report documents the trends in the number of students who transferred from BC public colleges, institutes, and teaching intensive universities to the four BC research universities at UBC (Vancouver and Okanagan), SFU, UVic, and UNBC in the 2000s and explores the factors that could lead to changes in the flows of transfer students to BC research universities. Trends in the institutional destinations of immediate entry BC secondary school graduates are also examined. Further research questions are posed for future consideration.

Principles & Guidelines for Transfer

This document lists the principles and guidelines for transfer which underpin and guide the administration of credit transfer in British Columbia. The BC Council on Admissions and Transfer as manager of the BC Transfer System and on behalf of its members adopted this revised set of Principles and Guidelines in May 2010. Originally approved by all members, they have been revised and updated to reflect the changing BC post-secondary system.

Research Results: Profile of BC College Transfer Students 2003/04 to 2007/08

This newsletter aggregates the data from 5 universities to provide a profile of BC college transfer students entering SFU, TRU, UBC, UNBC, and UVic in the 5-year period 2003-04 to 2007-08. Comparisons are made on a number of demographic and performance measures with students entering directly from a BC secondary school.

BC Jurisdictional Report for CMEC

Frank Gelin, Executive Director of BCCAT represents the Ministry of Advanced Education on the Council of Ministers Education Canada (CMEC) Transfer Credit Working Group. Each jurisdiction in Canada is requested to file a brief report for CMEC regarding what steps it has taken to implement successfully the Ministerial Statement on Credit Transfer in Canada which was adopted by CMEC in 2002. This report for British Columbia was prepared by BCCAT, and submitted in March 2010.

Block Transfer Agreement Evaluation Project

International Education Short-term Programs: Transfer Issues Analysis

This project was intended to examine study abroad offerings of BC post-secondary institutions; to propose an improved mechanism for students to register in and receive transfer credit for short-term international field courses; and to develop a province-wide transfer grid for international short-term credit courses. While the final report includes a number of recommendations relating to improving information on international field course offerings, it recommended against creation of a province-wide transfer grid.

Transfer Innovations Project (TIP) Application Package

BCCAT wishes to encourage the development of flexible and innovative transfer arrangements among BC post-secondary institutions and in doing so, BCCAT aims to minimize inequities and difficulties faced by students and institutions. The Transfer & Articulation Committee (TAC) invites articulation committees, or related discipline-based groups, to submit proposals for Transfer Innovations project funding for projects that have as their central objective, a significant improvement in transfer for students. This package explains the proposal process.

Computing Education Flexible Pre-Major Analysis

This report describes the traditional approach to articulation in Computing Education and outlines the rationale for using a learning outcomes approach as a basis for a Flexible Pre-Major. Outcomes for discipline-specific learning in both Computer Science and Information Science/Information Technology are provided. It concludes that a Flexible Pre-Major can be developed to facilitate students transferring institutions into a major at the third year level, recommending one be developed on the basis of learning outcomes and on the concept of a basket of courses rather than the more typical multi-lateral grid of individual course equivalencies.

An Assessment of BCCAT Research

Research on student profiles, student experiences and outcomes, admissions, credit transfer practices and on student mobility plays an important role in how BCCAT discharges its mandate. Given the importance of such research to its mandate, the Council commissioned this report with the following four objectives: a. To analyze BCCAT research on the success of transfer students and thus the effectiveness of the transfer system. b. To examine the effectiveness of the BCCAT research agenda in providing a multifaceted view of transfer students and the transfer system. c. To assess any important gaps in the research agenda which if filled could lead to a better understanding of the effectiveness of the transfer system. d. To provide comment on the role of BCCAT in a establishing a coherent research agenda and conducting research over time.

Block Transfer: A Private Career College Student's Ladder into the BC Transfer System

BCCAT remains committed to its obligation to facilitate private/public cooperation by providing the policy and process framework Recording Block Transfer Agreements with PCTIA-accredited Institutions: Policy and Process and encouraging institutions to use it. This paper explains BTAs and explores the benefits of using them to highlight their potential as versatile and efficient articulation tools. It also briefly examines the current evidence for student mobility from accredited private career training colleges to public institutions.

Special Report: Flexible Pre-Majors

Historically in BC the emphasis has been on facilitating solutions that recognize the importance of diversity and institutional autonomy in the post-secondary system rather than on standardization. One possible approach to solving this problem for students and institutions is the development of flexible pre-majors. The following two pager describes the Flexible Pre-Major and how it can increase transfer opportunities for students.

Response to Discussion Paper on a Mobile Student Research Framework

In November 2009, the BC Council on Admissions and Transfer (BCCAT) hosted a "Visioning Session" to revisit the framework and definitions that have been used to measure the mobility of transfer students in British Columbia. The outcomes of deliberations are outlined in a discussion paper available at bccat.ca/pubs/mobilitydiscussion.pdf. It is this discussion paper that was then circulated more broadly across the system for further response. Feedback to the paper is outlined below.

Discussion Paper: What is a Mobile Student? Broadening the Research Framework Beyond Traditional Transfer Students

BCCAT hosted a Visioning Session on November 13, 2009, which brought together key individuals to revisit the framework and definitions that have been used to measure the mobility of transfer students. The key questions addressed were the following: What is the definition of a mobile student? What are the subpopulations of mobile students and which are most important to know about? Why and what do we want to know about the subpopulations (e.g., what policy questions might the research answer), and what are the barriers to knowing? How important is it to continue focusing research on the traditional transfer student population? The discussion paper summarizes advice received from the visioning session attendees.
