2008 Articulation Committee Meeting Summary

The following is a short summary of the minutes submitted by each articulation committee for meetings held in 2008. Each year, BCCAT collects and reviews these minutes, and prepares a short summary of each set of minutes received. This annual meeting summary provides a brief and broad overview of the activities and issues articulation committees discuss in their meetings over the year.

ABE Education and Career Planning Working Group

2008 Meeting: Native Education Centre, Vancouver
Chair(s): Vena Hachkevich of Northwest Community College

This year's focus was a continuation from the previous year, where we discussed and sought advice about how our institutions can better attract, retain, and ensure that Aboriginal Students feel welcomed, and valued in our institutions. William Lindsay from Aboriginal Student Services at UBC shared his experiences in his roles as an Aboriginal educator for ten years, as an Aboriginal graduate student (Ph.D.), and now as an administrator in the "big house/university" for Aboriginal students. The sharing and update portion of the meeting highlighted the varied modes and methods used by the EDCP departments to tailor courses to learners needs.

ABE English Working Group

2008 Meeting: March 6 & 7, Vancouver Community College

This year's agenda was very full as four courses came forth for articulation. Time was set aside, however, on the Thursday afternoon to do resource and idea sharing. There was consensus amongst all of the members that this is one of the most inspiring and useful aspects of these meetings. Activities such as a comparison of cross-institutional marking practices, discussions of materials and approaches to instruction for First Nations students, literary circles and conversion assignments, were all met with great interest.

ABE Fundamental Working Group

Discussion items included an update from the Ministry, institution reports, introduction of a new assessment tool from CCL, a guest speaker from Literacy BC, feedback on CCL's assessment tool, more institution reports, a chair's report, course number changes, co-chair elections, and current math levels and math outcomes.

ABE Mathematics Working Group

2008 Meeting: February 28 & 29, Camosun College

Discussion items included reports, updates, articulating new courses, outcomes for business and technical math courses, provincial exams, new math initiatives, software/technology use in teaching, the committee web page, access courses for trades, HRSDC skill plans, and elections for co-Chairs. The next meeting will be March 5th and 6th at VCC (City Centre campus), Vancouver.

ABE Science Working Group

2008 Meeting: March 13 & 14, Capilano University

The ABE Science articulation committee has been hard at work reviewing and revising the ABE core science curriculum (Biology, Chemistry, Physics, and General Science) for the past three years. The focus of this year's meeting at Cap College was Physics as well as the completion of Chemistry. To date both Chemistry and Physics have been successfully reviewed and revised. A lot was accomplished and the teams were remarkably productive given the short timeframe. The focus of next year's meeting will be Biology. The meeting will be held at Vancouver Community College March 12th and 13th 2009.

ABE Social Science Working Group

2008 Meeting: March 27 & 28, Vancouver Community College

The main work for the committee this year was to continue to rewrite outcomes for the ABE Articulation Guide. Subject specific areas worked for the remainder of the meeting rewriting outcomes. Areas agreed to finalize wording and details via email. Finally, the committee agreed that a closer relationship with the English Articulation Committee and First Nations Committee would be invaluable to improve social science courses. Representatives from both committees will be invited to the 2009 meeting. In addition, the group felt that it was essential to have both a Ministry representative and the Steering Committee Chair come to future meetings to provide an report, update and discuss current information related to articulation and Adult Basic Education.

Discussion items included the ISW advisory committee, VCC's Instructor Diploma Program, UVic's CACE program, background of the Adult Education BA degree, the Secondary Education Diploma Program, an overview of BCCAT, future AC meetings and exploring on-line meeting formats, interpretations of the Education Professions Act by the BC College of Teachers, and development of a website for articulating introductory level adult education courses.

Members reported on new developments in ASE program offerings. Kathy O'Donnell from VCC gave a presentation of the new Hospitality Careers program currently proposed. Each representative addressed how their college ASE Department is addressing the topic of transition from high school. Glenda Sharpe from Disability Services Articulation committee reported to us on the key issues being faced by this sister articulation group. We agreed to write a letter to AVED to support North Island College's ASE Department's proposal to host a pilot program for students with learning difficulties.

This year's discussions included a report from SLP Roslyn Coulson, institution reports, guest introductions, AC meeting format, economics exams, a Flexible Pre-Major project proposal, standardized pre-requisites, and elections including suggestions for a new SLP. Discussions tabled to the next meeting were a Multilateral Transfer Agreement and formalized articulation with Alberta institutions. The next meeting will be at Columbia College on April 27th and 28th, 2009.

2008 Meeting: May 1, College of New Caledonia

The Engineering Articulation Committee met on Thursday May 1 2008 at the College of New Caledonia in Prince George. The meeting was held on the day preceding the Physics Articulation meeting, to help cut travel costs, since about a quarter of our representatives were also reps at the Physics meeting. This was popular; we'll do it again whenever one institution or two near neighbours will host both meetings. Next year's meeting will be on Thurs Apr. 30 at Thompson Rivers University, and yes, they are hosting both meetings.

This year's discussions included the English Benchmarking project update, changes to Malaspina's first year program, the flexible pre-major project, a BCCAT update, SFU's ‘W' courses, transfer requirement revisions, budget challenges, institution name changes, on-line courses, UCW's teaching model, and elections. Kent Lewis of Capilano University is the new chair and the next meeting will be at Douglas College.

This year's discussions included a Ministry update (Developmental Programs, Adult Literacy, Essential Skills and Research), the Benchmarking Project, the ESL Articulation Project, the Access and Working Group Project, tuition-free ABE, using TOEFL, IELTS and IBT for admission purposes, a Deans & Directors report, a Working Group report, institution plans during the Olympics, a web-portal for students and educators, time limits for course completion, submitting articulation documents to institutions, maintaining archives, teacher evaluations and elections. Elizabeth West was re-elected as the committee chair and next year's meeting will be on May 21st and 22nd at North Island College.

Environmental Programs

2008 Meeting: May 27-29, Northwest Community College

The 2008 BC EAC meeting was held at the Prince Rupert campus of Northwest Community College May 27 - 29, 2008. In addition to the business meeting, we toured the new Prince Rupert port facilities, visited the North Pacific Historic Cannery, attended a presentation on the proposed Naikun Wind Power project, hiked the Butze Tidal Rapids trail, received information from the World Wildlife Fund Prince Rupert office, and toured by boat the Khuyzamateen grizzly bear reserve had a salmon barbeque dinner on Pike Island in the company of a tree full of eagles. Committee members paid additional fees to participate in some of these extra activities. We have found that by scheduling a range of activities related to our discipline, attendance at articulation meetings is improved, the other activities serve as professional development, and time during the activities is an excellent opportunity for committee members to discuss informally articulation and related educational issues.

Film Studies

2008 Meeting: None

In their 17 year history, the Film Studies committee has had chronic difficulties in meeting consistently. In fact, they have met only twice that we know of for certain. After several years of unsuccessful attempts to revive the committee, BCCAT tried a different approach in 2008. There is significant disciplinary overlap between the scope of the Film Studies committee, as it was originally defined in 1991, and that of the Media and Communications Studies committee. Considering this, BCCAT suggested that those who have expressed interest in reviving film related articulation work join the Media & Communications Articulation Committee (MACSAC) and possibly also their New & Digital Media subcommittee. On behalf of the MACSAC membership, BCCAT has extended an invitation to join.

At its October 17, 2008 meeting, the Transfer & Articulation Committee of Council passed a motion declaring the Film Studies Articulation Committee inactive, removing it from BCCAT's list of recognized articulation committees.

First Nations Studies

This year's discussions included a new AA degree in First Nations Studies at NWCC, new courses in the First Nations Community Studies program at Camosun, distance, language and internship programs at UNBC, Aboriginal teachers training programs, a new First Nations Film Making course at UBC and committee elections. The next meeting might be March 30th & 31st, 2009 but remains to be confirmed.

Geography

2008 Meeting: May 3, College of the Rockies

Gary Clohan, College of the Rockies

Two days of field trips in the East Kootenay region preceded the meeting, including visits to Teck Cominco Sullivan Mine reclamation site, Tembec Skookumchuk pulp/power operations, and Elkview Coal mine in Sparwood.  Updates on old business included the designation of a new System Liaison Person, the continuation of a committee list-serv, the addition/deletion of archived material on BCCAT website, and an invitation to University Canada West to join the committee. New business included a presentation on Smart Growth and the Citizens for a Livable Cranbrook group, a discussion of online courses and in particular the problems associated with trying to put lab material online, a report on the Feb. 1 BCCAT meeting, and of course all the institutional reports.  The major issues highlighted in the reports included enrolment, budget cuts, the difficulties of maintaining Geography as a discipline within ever-changing institutional structures, the TILMA agreement with Alberta, and college marketing.  A significant change in the makeup of the committee is expected next year due to retirements, buyouts, layoffs, and resignations.  The 2009 meeting will be at Kwantlen.

This year's discussions included institution reports, declining enrolment, marketing and scheduling issues for History courses, the chairs report from BCCAT's Annual Chairs meeting, changes to the BC College of Teachers' requirements, cutbacks and suspended programs, transfer issues, the committee web page and list-serv and elections. The new chair is Robynne Healey of Trinity Western University and the next meeting location is suggested, though not yet confirmed, for the University of Victoria.

This year's discussions included program updates, education alliance meetings, a new web site, CYC certification, and whether to apply to be a separate committee. The Deans & Directors group will be consulted and a proposal will be put together for BCCAT requesting that the subcommittee be formally recognized as a separate articulation committee. Further discussions included a report from the Transfer Committee, cooperation with aboriginal authorities and programs, child welfare competencies, federation collaboration, consortium issues, practice initiatives, the Human and Social Services Act, practice and education.

This year's discussions included whether to apply to be a separate AC (and deciding not to), the Centre for Inclusion and Citizenship, issues to be raised with the Deans & Directors, a Transfer Innovations proposal, PLA, matrix updating, elections, institution reports, the formation of a new association for Education Assistants, and resources. This year's discussions included institution reports, a BCCAT update, MACSAC's disciplinary scope compared with that of Film Studies and the possibility of absorbing that committee, creating a new and digital media subcommittee, the MACSAC website, including communications studies in the provincial curriculum, and the role of private institutions offering new and digital media studies. Richard Smith of SFU is the new chair. Next year's meeting will include the first meeting of the new and digital subcommittee.

Philosophy

2008 Meeting: March 29

As our meeting took place on the heels of news regarding the 08/09 budgets of BC's post-secondary institutions, this formed a topic of discussion. Although at most institutions in BC philosophy enrolments are steady or rising, the announcement created a lot of uncertainty. The committee decided to hold next year's meeting the first weekend of reading break at Camosun College in Victoria. The committee discussed two cases of new courses that have not received transfer, both of which the committee felt deserve unassigned credit. So, it was moved that the chair would correspond with the receiving institutions.

Physical Education and Kinesiology

2008 Meeting: May 12 & 13, UBC - Vancouver

Articulation meeting was attended by 20 delegates representing 12 institutions. Discussions focused on what is happening at the various institutions, current block transfer agreements being forwarded, and methods of ensuring that transfer of students from institution to institution were being recognized. Specific course content in Biomechanics and Exercise Prescription courses were also looked at to ensure that the core material was being covered. Guest speakers representing CSEP, BCRPA and ACT NOW described their specific programs and how they may be integrated into the various degree programs being offered at post secondary institutions.

Physics and Astronomy

2008 Meeting: May 2, College of New Caledonia

The committee members reported on the status of their programs, including changes and enrolments, which were generally decreasing. The issue of the elimination of high school Grade 12 provincial exams was discussed. A survey of the departmental representatives showed a variation in the number of scheduled weekly class/tutorial hours ranging from 3 hours of classes with no tutorial to 4 hours of classes with 1 hour of tutorial. The 2009 meeting will be held at Thompson Rivers University in Kamloops on Friday, May 1st 2009.

Piping Trades

2008 Meeting: June 3 & 4, Selkirk College, Nelson, BC
Chair(s): Rob Hughes, North Island College

Members discussed issues with Skills Canada, changes to the Gasfitter certification, standardized practical projects for Plumbing Apprentices and reviewed the new Plumbing outline. Dave Coleman, Director of operations for CITO, spoke to our committee about the implementation of the new Plumbing outline and Plumbing curriculum development. Lindsay Langill, Senior Lead, ITA Program Standards, spoke to our committee about changes to personnel at the ITA, Doug Podetz will be assuming the role of Director, Red Seal Programs. Lindsay provided our group with an update on ITA initiatives, IP exam bank development, changes to NOA objectives and informed us that BC is now the host Province for the Pipefitter/Steamfitter trade.

At the recent meeting the committee had positive discussion surrounding the inclusion of a new teaching tool as well as a lot of discussion, both positive and negative in regards to the work Propel has been doing as our ITO.

This year's discussions included the introduction of Jan Jonker from the College of New Caledonia as the new SLP, institution reports, and a presentation from Geotility. Stacey Smith and Doug Gunn from School District #23 presented on enhancing sheet metal studies in high school, the ACE-IT program, and on Worksafe BC rights and responsibilities. Discussion also focussed on a new sheet metal program outline, training materials, some possible guests for next year's meeting, presentations from CITO and ITA, and committee elections.

This year's discussions included institution reports, a new collaborative degree in performing arts, enrolment trends, general articulation considerations, a proposal for a new research facility at the GNW campus called the "Western Canada Creative Industries Incubator", making complimentary tickets available to each other's performances, and implications of the "new" universities.

Travel Programs

This committee has not met since 2006. Feedback received so far indicates that there is no drive to continue. It sounds as though travel programs are short and strictly vocational in nature and, therefore, tend not to articulate with diploma and degree programs. Some travel programs are being discontinued in favour of the broader tourism and hospitality degree programs.
At its October 17, 2008 meeting, the Transfer & Articulation Committee of Council passed a motion declaring the Travel Programs Articulation Committee inactive, removing it from BCCAT's list of recognized articulation committees.

Visual Art and Design

2008 Meeting: UBC-Okanagan

About 20 of us met at UBCO for two days. The roundtable presentations were interesting with many new developments and program changes. The University status granted to a lot of the community colleges will impact articulation down the road as degrees develop. Common discussion themes were, inter and multidisciplinary pedagogy, team teaching and artists-in-residence programs. UBCO and Thompson Rivers presented issues facing regional and rural students which were an interesting ethnography as companion information to the Student Transitions Project. Discussion topics for next year will include, theory courses, inter and multidisciplinary, artist- in- residence programs.

This year's discussions included C Level and welder/fitter programs, student log books, module revision and maintenance, end-of-line testing, C, B, and A Level program changes, invigilating practical exams, funding, AWS memberships, Skills Canada – National Skills competition, the Level C learning materials update project, global changes, welding testing agencies questionnaire, testing CWB inspections, theory and practical testing sign-offs in log books and committee elections. Jim Carson will take over from Sheldon Frank as chair.
